The CIO Council Accessibility Community of Practice has identified these key points about accessibility policies, life cycle processes and governance with some examples to help build effective Section 508 programs.
Agency-wide Accessibility Policy
Successful accessibility programs start with a good agency-wide Section 508 policy to identify roles, authorities, responsibilities, and how the many stakeholders will cooperate and interact within the agency. Some examples include DHS Section 508 Directive [doc], VA Section 508 Directive [pdf] and HHS Policy for Section 508.
Internet Accessibility Policy
Benefit from a formal Section 508 Internet policy whose components include roles, responsibilities, technical requirements, and resources available to stakeholders. Examples include SSA Internet Accessibility Policy. [pdf]
Directives Review Process
It is important to include Section 508 representation in the agency process for developing and approving IT policy.
OMB memoranda to Chief Acquisition Officers and Chief Information Officers have stressed formalized policy and procedures for ICT acquisition under Section 508. Examples include Section-508 Procurement Standard Operating Procedures from FAA [doc] and Interim Section 508 Acquisition Policy Guidance from HHS.
